That's because it IS a remix. When they say "This work may not be used by anyone" it just means that you cannot use it for commercial purposes (i.e. monetise it), downloading it and listening to it privately is still okay.

Because LazyTown made the original song, you can't exactly monetise this remix for yourself, can you?
